The transition matters more than the current limit. For traditional reduced-voltage methods, what happens at the changeover to full voltage decides the result. If the motor has accelerated far enough first, the current and torque step is much lower than a direct-on-line start. If it has not, the current limit achieved during the reduced-voltage period was largely beside the point. No method is inherently the best. The paper closes with all six side by side.
